If the Intended Parents are able to create their embryos using both of their genetics (egg from the Intended Mother and sperm from the Intended Father), then in Tennessee the Intended Parents will need to get a Gestational Carrier Agreement and the Pre-Birth Order. Both of their Intended Parents names will go on the initial Birth Certificate.
